Update on Well-Dressed Caribou and 9/11

Way back when Kiko's House was still called Web Blatherings, I railed about an especially pernicious aspect of the War on Terror -- the awarding of homeland security monies based on pork barrel politics, as opposed to actual need.

Under this scenario, funds were equally distributed among all U.S. states, including crucibles of terrorism like Wyoming. This mischief resulted in Wyoming getting $37.74 in anti-terror dough per capita, which resulted in every caribou being issued a biohazard suit, while New York, ground zero past and possibly future, got a measly $5.41 per capita, which left some of its most pressing anti-terror needs underfunded or not funded at all.

Well, there's good news and bad news.

The good news is that those wild and crazy guys at the Department of Homeland Security will announce today that they will evaluate requests for funding based less on politics and more on where terrorists are likely to strike and cause the greatest damage.

The bad news is that the change is not being driven by common sense, but a shortfall in funding.
