While Americans were having cookouts, watching fireworks and scratching their big asses over the Scooter Libby pardon . . . er, commutation, the Iraqi parliament met to act on pressing business, including consideration of several important bills.

Oh wait! The parliament did not meet on July 4th because it once again could not get a simple quorum.
