A Kiko's House meme from the very beginning has been the Bush administration's wholesale abandonment of the concept of the Rule of Law and its consequences.

Mayer notes that many conservative insiders believed that the upshot was the legalization of torture and made their views known. They were ignored. Mayer also reveals that the administration adopted a two-track policy in which they told Congress and the public one thing while allowing a de facto torture policy to remain in place.
