As you're probably aware, South Korean scientist Hwang Woo Suk has been found to have falsified research showing that he had mastered the breakthrough technology for cloning human cells. His research into cloning dog cells apparently was legit, but that's another story.
The International Herald Tribune has a good news analysis today on the lessons Hwang's fall from grace hold for developing countries who have rushed into cutting-edge science without proper government oversight.
