Color me pissed off, but it appears that U.S. military bigs have been secretly lobbying the Al Maliki regime to keep some troops in Iraq.
The given reason: Concerns about stability.
My reason for being pissed: If Iraq isn't stable by now, which it isn't, it's not going to be stable six months or a year from now.
Get the hell out, stat.
