A new study finds that the much vaunted Bush tax cuts have disporportionately helped the wealthy.

The extensive analysis by the nonpartisan Congressional Budget office found that families earning more than $1 million a year -- the top 1 percent of income earners -- saw their federal tax rates drop more sharply than any group in the country as a result of the tax cuts.
