California Governator Arnold Schwarzenegger is proposing that the state adopt a near-universal health-care plan under which all citizens would have to be insured and the poor would be subsidized for their coverage.
Massachusetts adopted a similar plan which is being phased in this year. The 48 other states are still in the dark.
